Police in Arua has in custody two people who are suspected to have masterminded the beating of Arua Municipality Mayor, Hajji Issa Kato.
The two, together with a gang of youths jumped on the mayor on suspicion that he had pre-ticked ballots, beating him before vandalizing his car.
The accused are said to be belonging to the camp of independent candidate, Kassiano Wadri.
They have since been arrested.
