Gen Saleh: Failure of OWC is Due to Bureaucracy

The Chief Coordinator of Operation Wealth Creation (OWC) General Salim Saleh has pointed out bureaucracy as a cancer failing OWC.

OWC was launched by President Museveni in 2014 to improve on the wellbeing of citizens after many such programs failed. , Saleh revealed that there is a gap between the technical staff and soldiers in the programme.

“The we deploy always do their work and make assessments and submit proposals demanding for specific farm inputs but the technical staff (NAADS Secretariat) supplies less something,” he said.

Saleh made the remarks at the launch of planned 39th Tarehe Sita anniversary at Timuna Secondary School in Nakaseke district.
