Dr. Riek Machar, the First Vice President of the Republic of South Sudan has called on the warring factions in Sudan to resort to dialogue, through the Jeddah Forum, stressing that it is the right place to resolve the conflict peacefully in neighboring Sudan.
The First Vice President was speaking during a meeting with the Norwegian envoy to the Horn of Africa, Andre Stiansen, where they discussed various issues, among them the ongoing conflict in neighboring Sudan between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), ceasefire and pathways toward achieving ceasefire and sustainable peace in Sudan.

The meeting comes at a time when the conflict is almost at its second year since the outbreak
“The consensus discussed viable paths towards achieving a ceasefire and promoting sustainable peace in Sudan,” said a statement from the office of the First Vice President.
“Dr. Machar urged the warring factions in Sudan to take full advantage of the Jeddah negotiations, stressing that it is the appropriate platform for resolving the conflict peacefully in neighboring Sudan.”

On May 11, 2023, about a month after the outbreak of fighting in Sudan, the Saudi Arabian city of Jeddah hosted the signing of the “Jeddah Declaration for the Protection of Civilians” document between the Sudanese Armed Forces and the Rapid Support Forces, which, among other issues, outlined the rules that ‘would guide their conduct to ensure the delivery of humanitarian assistance, essential services, healthcare and proper burial.’
However, the negotiations subsequently faltered due to differences. The differences over the Jeddah Declaration were not limited to the two conflicting military sides only, but also among the political elites. On the one hand, there were political forces that supported the Sudanese army and saw the Jeddah Declaration as an important document that must be implemented.

On the other hand, other political forces emerged that did not see the declaration as very important, and even accused the armed forces of using it to achieve political gains. Some of these political forces believe that the declaration has outlived its time and is no longer useful in the current situation, which calls for it to be bypassed and for other political paths to be focused on to achieve comprehensive and lasting peace. The United Nations said in January that more than a million people have fled the Sudanese war to South Sudan, which increases the difficulties of the humanitarian situation in the country.
More than 12 million people have so far fled their homes since fighting broke out in April 2023, with thousands of casualties recorded.
