Minister Norbert Mao Raises Concerns Over The Treatment Of Eddie Mutwe

The Ministry of Justice and Constitutional Affairs has raised concerns over the treatment of Edward Sebuufu, a bodyguard of National Unity Platform (NUP) leader Bobi Wine. According to Minister Norbert Mao, Sebuufu was produced in a Masaka court in a visibly weak condition, showing signs of torture.

Mao emphasized the constitutional presumption of innocence, stating, “No citizen should be subjected to any punishment unless found guilty after due process in the courts of law.” He condemned the practice of bringing brutalized and tortured suspects before the courts, calling it an abuse of judicial processes.

The Minister cited a landmark ruling by Justice Ralph Ochan in the case of Uganda vs Robert Ssekabira and 10 others, which guides the courts in exercising their discretion to deal with torture and other abuses of constitutional rights.

Mao also highlighted the Ministry’s efforts to promote human rights, including the finalization of the National Action Plan for Human Rights and the establishment of a Standing Committee on Human Rights. A toll-free line for reporting human rights violations will soon be launched.

The Uganda Human Rights Commission (UHRC) also demanded Sebuufu’s release, citing concerns about unlawful detention. UHRC Chairperson Mariam Wangadya wrote to General Muhoozi Kainerugaba, Chief of Defence Forces, urging him to release Sebuufu from custody.

The situation has sparked public outrage, with many demanding Sebuufu’s release and condemning his detention.
