An internal survey conducted within the ruling National Resistance Movement (NRM) has ranked former Speaker of Parliament Rebecca Kadaga as the leading mobiliser for President Yoweri Museveni among senior party figures responsible for rallying support across different regions.
The assessment, which asked respondents to evaluate who achieved the most effective voter mobilisation in their respective areas, shows Kadaga with a commanding lead.
Her performance score was substantially higher than that of other members of the Central Executive Committee (CEC) and senior officials included in the exercise.
Coming in second place is Charles Otema, who was recognised for his disciplined approach and well-organised mobilisation efforts, especially in zones where tight security arrangements and administrative teamwork were critical.

While those surveyed acknowledged her visible efforts and increasing influence, her results were not strong enough to challenge the top two positions.
Prime Minister Robinah Nabbanja was positioned just behind Among, recording a consistent but unspectacular showing — demonstrating reasonable presence in the field without achieving standout dominance.
Lower down the rankings were Vice President Jessica Alupo and NRM National Vice Chairperson Moses Kigongo.
Their relatively modest scores have sparked discussion among party watchers about the effectiveness of their assigned structures, depth of regional outreach, and overall mobilisation tactics.
Political observers note that the results highlight a familiar pattern in Ugandan politics: high office and public prominence do not automatically produce strong voter turnout.
