Uganda Prisons Offers Shs10 Million Bounty for Fugitive Warder Accused of Killing Four in Kiboga Shooting

The Commissioner General of the Uganda Prisons Service, Johnson Byabasaija, has announced a reward of Shs10 million for information leading to the arrest of prison warder Moses Anguyo, who remains at large following a deadly shooting spree in Kiboga District on February 23, 2026.

In a statement released by prison authorities, the bounty aims to bolster the ongoing manhunt involving joint security agencies.

Frank Baine Mayanja, spokesperson for the Uganda Prisons Service, confirmed that the Commissioner General personally approved the reward as efforts to apprehend the suspect intensify.

According to police and prison officials, the incident unfolded after Anguyo—then attached to Kiboga Prisons—was reprimanded by superiors for using WhatsApp during working hours.

Enraged, he allegedly drew his firearm and opened fire inside the facility, killing two senior officers: Assistant Superintendent of Prisons Hope Catherine, the deputy officer in charge, and Principal Officer One Bright Akishuri, the third-in-command.

Anguyo then proceeded to the residence of the prison’s officer in charge, intending to target him. Finding the officer absent, he instead shot and killed the officer’s wife, Sarah Ayebare. A one-year-old child, Salson Nuwagaba—Ayebare’s son—was struck by a stray bullet during the attack and succumbed to his injuries later at Kiboga Hospital.

Following the killings, Anguyo reportedly discarded his service firearm, fled to a nearby shop, changed out of his prison uniform into civilian clothes, and vanished.

Despite extensive searches across Kiboga District and surrounding areas by teams from the Uganda Police Force, Uganda Prisons Service, and Uganda People’s Defence Forces (UPDF), the suspect has evaded capture.

Baine emphasized that the reward applies to anyone providing credible, actionable information leading directly to Anguyo’s arrest.

“Informants’ identities will be fully protected,” he assured the public, urging tips via toll-free lines 999 or 0800144144, or at the nearest police station.

The four victims have since been laid to rest: Hope Catherine in Rwampara District, Bright Akishuri in Kisoro District, and Sarah Ayebare together with her young son in Kabale District.

Bereaved families have demanded swift justice and called for urgent reforms within the Uganda Prisons Service to address discipline, mental health support, and firearm handling protocols to prevent future tragedies.

The case has drawn widespread attention, highlighting security and oversight concerns in correctional facilities.

Authorities continue to appeal for public cooperation in what remains an active nationwide manhunt.
