Education minister Janet Museveni has replaced former Makerere University vice chancellor Prof Venansius Baryamureeba with Dr Eng Silver Mugisha, the managing director of National Water and Sewerage Corporation (NWSC), as the New Board Chairperson for the Uganda Business and Technical Examinations Board (Ubteb).
The inauguration of the new board is expected to happen on September 3,2019 at 2pm at the Ubteb Secretariat in Ntinda in Kampala.
Mugisha will be board chairperson for a three-year term, renewable once.
He was picked from a team of 15 board members drawn from constituents and professionals representing Public Universities, Private Universities, and Principals of training institutions.
Other members are appointed from employers, Public Service Commission, Ministry of Agriculture, Animal Industry and Fisheries, Ministry of Education and Sports, Ministry of Water and Environment, Ministry of Lands, Housing and Urban Development, Uganda National Examinations Board, National Curriculum Development Centre, Ministry of Trade Tourism and Industry, Ministry of Information Communication Technology, Ministry of Energy, and the Directorate of Industrial Training.
According to Statutory Instrument Number Nine of 2009 that created Ubteb, the board runs committees such as Finance and Administration Committee, Appointments and Disciplinary Committee, Business Education Examinations Committee, Biological Sciences Examinations Committee, Physical Sciences Examinations Committee and Examinations Research Committee.
Other boards are Examinations Security Committee, the Audit Committee, “and any other Committees as the Board may from time to time determine and appoint”.
The Board’s functions include: conducting Business Technical Examinations for specialized training Institutions in Uganda, accrediting theory and practical examination centers used for conduct of the examinations, making rules regulating the conduct of the examinations and establishing as well as overseeing practical and theoretical question banks.
Other functions are publishing examinations papers, awarding certificates and diplomas to successful candidates in examinations and presentation of results to the Minister for release to the public, among other functions.
