A cloud of grief is hovering over Kaabong District and the Ugandan Parliament after the daughter of IK County Member of Parliament Hillary Lokwang drowned and died.

One-year-old Elma Lokwang drowned in a bucket of water on Tuesday evening as the family celebrated her birthday at their home.

“I lost my daughter yesterday at 5pm after she drowned in water in a bucket. The family was celebrating her birthday,” Lokwang said.

“Somebody left water in a bucket and entered inside the house to mop, so the kid entered the bucket and died,” he added.

Lokwang said that at the fateful time, the daughter’s mother had gone to buy cake which was to be used in the celebrations.

The legislator was in Kampala executing his duties.

Details of the burial are still unknown.

Lokwang who has represented IK County since 2016 is running unopposed for the same post.
