In a bid to end the conflict between the Abyei and the Twic communities of Warrap State, South Sudan`s President Salva Kiir has issued a directive for the expulsion of a Nuer Spiritual Leader and Nuer Youths residing in Warrap State to leave the state.
In a Republican Order issued on Tuesday night, Kiir ordered immediate cessation of hostilities in the Abyei Special Administrative Area and Twic of Warrap State. This was in reference to Article 97 (3) of the Transitional Constitution of the Republic of South Sudan 2011, as amended and the resolution of the meetings held on 10th and 11th January 2024 with state governors and chief administrators of Abyei and Ruweng Administration Area.
“That there must be immediate cessation of hostilities by both communities, the governors of Warrap and Western Bahr el Ghazal States and the Chief Administrator of Abyei Special Administrative Area and directed to continue engaging politicians, military leaders, traditional leaders and other stakeholders in their respective areas in a bit to find a lasting peace between the two sisterly communities through initiation of dialogues to reconcile the two communities” the orders read in part
“The relevant security institutions of the country must deploy neutral forces to the conflict affected areas with clear operation orders to restore law and order,” he said
Kiir also ordered for the expulsion of the Nuer Spiritual leader and other Nuer youths to leave Warrap State and be relocated to other States in the country except Warrap and the Abyei Special Administrative Area.
“The security forces must ensure that Gai Machiek the Nuer Spiritual Leader is expelled from Ajak Kuac area in Warrap State and peacefully returned to Unity State or moved to another state of his choice within the Bahr el Ghazal region other than Warrap and Abyei Special Administrative Area,” the statement read in part.
“The security forces must also ensure that the Nuer youths present in Twic and Ngok areas are moved back to the Nuer land or away from the area of conflict of states such as Northern Bahr el Ghazal, Western Bhar el Ghazal or Lakes,” the statement added.
He ordered relevant security forces, law enforcement agencies and legal institutions to ensure that any politician or person or group of politicians or person who incites violence on both either side of the respective communities are summoned, questioned or apprehended by the relevant authorities and where appropriate arraigned in court of law for justice and tranquility.
Kiir ordered that land borders and boundaries in conflict affected areas of Twic, the Ngok Dinka, Apuk, Marial Bai including the question of Abyei box must be put on hold.
The order further directed the leadership to device a peaceful means of resolving it according, this order shall equally apply to other land border and boundary related conflicts in other parts of the country.
The President ordered the governors of Warrap, Western Bahr el Ghazal States and the Chief Administrator of Abyei Special Administrative Area together with governors of neighboring states to engage the youths in their respective states or areas to disengage and decease, violence, embrace peaceful coexistence including engaging them in agriculture and developmental projects.
He directed relevant security organs to continue with peaceful disarmaments of civil populations in Warrap, Western Bahr el Ghazal States as well as other parts of the country and that all relevant institutions should engage UNISFA to stick to its legal mandate.
Kiir said the bridge in Wau should remain under the name Clement Mboro Bridge adding that the national government shall dispatch a team to Wau to sensitize the citizens about the same.
The directive says an investigation committee shall also be formed to investigate the recent incidents of violence in Wau for further action.
He also directed SSPDF, the National Police Service and the National Security Service to ensure orders enforcement and implementation of the orders.
