President Salva Kiir has issued a series of presidential decrees removing several high-ranking officials and appointing new replacements.
Lt. Gen. Khalid Buturos Bura, formerly Deputy Director General of the General Intelligence Bureau at the National Security Service, was relieved of his duties. The decree offered no explanation, nor did it name his successor.
Aguek Ring Mabil, Deputy Chairperson of the Relief and Rehabilitation Commission, was also dismissed. Makuach Makuach Ngong has been named as his replacement.
In the Ministry of Health, Dr. Anin Ngot Ngot was replaced as Undersecretary by Dr. Kennedy Gaaniko.
The reshuffle extends into advisory roles as well:
Engineer Charles Barnaba Kisanga has been appointed Technical Advisor to the Ministry of Information, Communication, Technology and Postal Services.
Mr. Ariath Deng Ariath takes the role of Technical Advisor at the Ministry of Investment.
These changes were announced during a broadcast on the state-run South Sudan Broadcasting Corporation (SSBC) on the evening of 3 September 2025.
The reshuffle is viewed as part of ongoing realignments within South Sudan’s transitional government—especially against the backdrop of lingering delays in implementing the 2018 Revitalized Peace Agreement, including armed forces unification, constitutional reform, and preparations for long-delayed elections.
