President Salva Kiir’s office is top on the list of government agencies that havehiglhy inflated their budgets, an observation report tabled before parliament this week indicates.

According to the report, the president’s office was given a budgetary allocation of 1.3 billion ended up making an overturn of 3.2 billion.

Doctor David Mayo, who presented the observation of the committee however says the additional funds spent at the Office of the President and other agencies were not approved by the parliament.

The report goes on to highlight that some agencies do not get their budgetary allocations as according to the Appropriation Act.

The Committee for Legislation and Legal Affairs says the provisions of the act were not observed by the Ministry of Finance throughout the financial year – 2016/2017.

It also said no interim, quarterly, or annual progress reports on spending were made public by the finance ministry.

According to South Sudanese news outlet Eye Radio, the Press Secretary in the Office of the President, Ateny Wek Ateny, acknowledged the overdraft.

Mr. Ateny reportedly told Eye Radio that the presidency often spends additional funds on activities that are not predicted when budgets are being developed.

“When a function comes up in which the President has sent a given minister to represent the country, they would rather choose to come to the Office of the President to ask for funds,” Ateny reportedly said.

“Also, if the visit of the international dignitaries increases than what has been budgeted for, the Office of the President will request extra [funds] to meet the needs.”
