Former West Nile Regional Police Commander (RPC) Jonathan Musinguzi together with Arua District Police Commander (DPC) Abbas Ssenyonjo have been charged with neglect of duty leading to the attack on President Yoweri Museveni’s motorcade.
Museveni’s convoy was attacked and one of his cars stoned in Arua Municipality – West Nile on August 13, 2018.
Events that followed led to the killing of opposition stalwart Robert Kyagulanyi alias Bobi Wine’s driver who was shot dead by Police and arrest of over 30 people, including legislators and other leaders.
This was during the final campaigns for the by-election to replace the late Ibrahim Abiriga who had been murdered. Opposition leaning independent candidate Kassiano Wadri won the poll.
Museveni who blamed the whole crisis on “poor management by police” would later order for the suspension of RPC Musinguzi and transfer of DPC Ssenyonjo from Arua to Masaka who was later suspended too.
The duo, together with Robert Junena, the former zonal field force unit commander are accused of failing to use rubber bullets and teargas that they had, to put an end to any violence so as to protect the life of the president.
