Ibanda NRM Primaries: Jane Bainomugisha Handed Back Woman MP Flag, Kaliisa Dumped

The Vice Chairperson Electoral Commission for the ruling National Resistance Movement John Arimpa Kigyagi has handed back the Ibanda Woman Member of Parliament flag to Jane Bainomugisha dumping the incumbent Jovrine Kaliisa.

This was communicated in an October 13th letter signed by Mr Kigyagi whose copy The Tower Post is in possession of. The letter was being addressed to the Secretary General Ho Kasule Lumumba.

“This is to formally introduce to you Ms. Bainomugisha Jane Kabajungu who is the duly elected flag bearer for the position of District Woman Representative to parliament, Ibanda District,” Kigyagi wrote.

Bainomugisha who had been declared winner of the September 4th elections was stripped of her win by the Election tribunal in favor of the incumbent Jovrine kariisa.

Kariisa has filed a petition saying there was mis-tallying of results in 20 villages and that this could have affected the result that gave Mrs. Bainomugisha the NRM flag.

After examination of all affidavits sworn by Kaliisa and Bainomugisha, the tribunal concluded that the election was marred with irregularities that affected the result referring the matter to the party’s electoral Commission.

Tanga Odoi Declares Kaliisa as Winner.

After dispatching a team to the 20 disputed villages, Tanga Odoi’s team cancelled results in eight villages where they claimed had been a lot of chaos that could have affected the result.

Surprisingly, in all the eight villages whose results were annulled, Mrs. Bainomugisha had earned landslide victories.

After the cancellation of the results in the eight villages, the remaining results were in favor of Jovrine Kaliisa who was later declared flag bearer by Mr. Odoi.

Appeal to the Central Executive Committee.

Through her Lawyers of Ngaruye Ruhindi Spenser and Company Advocates, Mrs. Bainomugisha challenged Tanga Odoi’s decision, a case which attracted the attention of the party National Chairperson President Yoweri Museveni and the Secretary General Kasule Lumumba.

After deliberations within the party, the electoral commission would later overturn Kaliisa’s declared Victory and handed back Bainomugisha the flag.

This website understands that Jovrine Kaliisa on Sunday 11th October held a victory party congratulating her team upon the victory, little did they know that the Electoral body would annul it.

Whether or not Kaliisa will go ahead to challenge the declaration remains to be seen.
