Museveni Appoints New Deputy Chief Justice, Chief Registrar

President Yoweri Kaguta Museveni has appointed Justice Moses Kazibwe Kawumi as the new Deputy Chief Justice of Uganda, with the appointment now awaiting parliamentary approval.

The appointment was announced in a statement released by Frank Kirunda, the Special Presidential Assistant in charge of Press and Mobilisation.

“The Presidential Press Unit (PPU) would like to inform the general public that the President of the Republic of Uganda, H.E Yoweri Kaguta Museveni has appointed Justice Moses Kazibwe Kawumi as the new Deputy Chief Justice,” the statement reads in part.

“President Museveni has also appointed Her Worship, Agnes Alum as the new Chief Registrar,” the statement further reads.

According to Kirunda, the appointments were made to strengthen the leadership of the Judiciary.

The names were forwarded following advice from the Judicial Service Commission.

Justice Kawumi a seasoned judicial officer with significant experience across Uganda’s court circuits replaces Justice Flavian Zeija who was recently named Chief Justice.

He previously served as a Judge of the High Court since his appointment in 2016. He has also served as Resident Judge of the Mubende High Court and previously at the Kabale High Court, where he handled a wide range of cases, including criminal sessions at prisons and election petitions.

In recent years, Justice Kawumi has been elevated to the Court of Appeal, and his appointment as Deputy Chief Justice comes as the Judiciary continues to fill key leadership positions following the assumption of office by Chief Justice Dr. Flavian Zeija in January 2026.

On her end, Her Worship Agnes Alum brings over 20 years of experience in judicial administration.

She previously served as Registrar for Magistrates Affairs and Data Management, where she played a key role in magistrates’ training, performance management, and data systems within the Judiciary.

She has been actively involved in capacity-building programs for judicial officers and streamlining court operations.
