In August, the Deputy Speaker of Parliament Jacob Oulanyah directed the Human Rights Committee of Parliament to visit safe houses after a section of parliamentarians raised concerns that Ugandans were being held and tortured in safe houses.
Last month MPS led by Nantume Egunyu visited houses they suspected to be safe houses. Some of the places visited were normal homes, according to Gen. Elly Tumwine who is the minister for security.
Tumwine now wants the Human Rights Committee of parliament investigating torture in safe houses to apologise to the nation.
“I am a member of parliament, honourable members and I felt hurt when you ashamed the institution of parliament for knocking at peoples gates thinking that they are safe houses.”
Tumwine says that the only safe house open to the public is the one at Kyengera.
