Proposed New KCCA ED: Who is Dorothy Kisaka?

President Kaguta Museveni has in fulfilment of his mandate, nominated Kampala city lawyer, Mrs Dorothy Kisaka as the Executive Director of Kampala Capital City Authority (KCCA).

Kisaka will replace Eng. Andrew Mubiru Kitaka who has been the acting executive director since December 20, 2018, when the former Executive Director, Mrs Jennifer Musisi resigned.

Dorothy Kisaka graduated as a lawyer at Makerere University in the year 1987.

In the year 1999-2014, Kisaka worked with Kiyimba-Kisaka & Co Advocates.

Besides lawyering, Kisaka pursued two masters of arts degrees that is, organizational leadership and management at Uganda Christian University, Mukono and another at York St. John University in the United Kingdom.

In 2001, Kisaka together with her husband Peter Kisaka, a construction engineer, founded Destiny Consult, a leadership mentoring institute that trains ‘highly placed market place leaders to serve with excellence and integrity.’

Between 2010 and 2014, Kisaka worked with the National Resistance Movement (NRM) Electoral Commission as a Commissioner.

At the time of her appointment, Kisaka was serving as the Administrator of the COVID-19 Response Fund, which brings together respected individuals from the government and private sector to coordinate the government’s response to the COVID-19 pandemic.

Besides her COVID-19 duties, Kisaka was also serving in the docket of Senior Presidential Advisor in the Government of Uganda, at the Office of the Prime Minister, deputizing Dr Ezra Suruma as the Deputy of the Prime Minister’s Delivery Unit, fast-tracking service delivery on government priorities.

Kisaka was also serving as Board Chairman for Development Associates International, and also representing Africa on the Haggai International Board.

She is an adjunct professor with Development Associates International who runs graduate leadership courses at various universities in Africa and Asia

Kisaka is a dynamic communicator and a strong advocate for the placement of abandoned children in families.

Kisaka is married to Peter Kisaka and blessed with four kids.

She is a staunch Christian and highly regarded by friends and workmates as a person of impeccable integrity.
